Crown elders gathered at the Jewish council in Konstantynów on the basis of the testimony of the Grodno rabbi and Kowel community documents decided that the leaseholders from the villages of Hołoby and Byteń would belong to the kahal in Kowel. The Kowel kahal had sued the Łuck community in connection with the failure of Łuck elders to appear in Brody before the court of Volhyn land elders, under the leadership of the Krzemieniec rabbi, and then before the arbitration court in Kaszówka with the participation of a designated mediator, i.e. the Nieśwież rabbi.
